英語文は「前から」「後ろから」の２つのリズムの「合奏」です。このリズムを理解したとき、英会話は格段に楽になってきます。

ビビアンとトーマスが製品の販売方法について話し合っています。
Vivian: As you know, we’re planning to start retailing our products by the end of this year. What options do we have?
Thomas: We have two options: opening an actual shop or using our website. In the latter case, we have to create an online shopping section.
Vivian: Which do you think would be better, Thomas?
Thomas: Considering our limited budget and tight schedule, I think it’s best to create an online shopping section.
Vivian: OK. Could you prepare a proposal by next Thursday? I’d like to seek approval for the plan at the next board meeting.

in the latter は「（２つのうちの）後者」。the former（前者）と一緒に覚えておきましょう。create のイメージは「今までになかったものを作る」。

I’d like to は I would like to。seek approval は「承認・賛同を求める」。セットで覚えましょう。単語はバラバラの状態で頭に格納されていても瞬時に使いこなすことが出来ません。様々なコンビネーションを丸ごと覚えることが、会話上達の近道です。

「「指定ルール」「説明ルール」を身につければ、すべての英語文は簡単な感覚の合成・合奏として感じられます。
まずは Considering 以下は「～を考えると」という条件設定。つまり後続の文を「考えるとの内容だよ」と指定しています。
I think it’s … の流れはもちろんリポート文。think の内容を後続の節が展開。think の内容 it’s best to … は当然 it … to ～の流れ。
まず「ベストなんですよ」と言い切って文を始め、その内容を to create an online shopping section で説明、展開しています。
まずは Considering 以下は「～を考えると」という条件設定。つまり後続の文を「考えるとの内容だよ」と指定しています。
I think it’s … の流れはもちろんリポート文。think の内容を後続の節が展開。think の内容 it’s best to … は当然 it … to ～の流れ。

今回も少し長めの文です。
If you keep thinking this negatively, we’ll never even get the project off the ground.
前から if 節で条件を指定していきます。this negatively に注意。this / that は名詞以外も修飾ができます。「こんなに否定的に」。get the project off the ground は「発足させる」。飛行機が離陸するのを想像すればこの意味はわかりますね。「the project ＝ off the groun（という状況を get する）」という目的語説明型。
When you realize what is at stake here, I’m sure you’ll all do your absolute best to guarantee success.
realize は「ハッキリとした形をとる」がイメージ。心の中でハッキリとした形をとれば「気づく」となります。at stake はたいへん重要なフレーズ。「（勝つか負けるか）が懸かっているギリギリの状態」ということ。I’m sure 以降は説明ルールの順序。「確信」→「最善」→「するために」です。
Taking into account the risks involved, I think we should reject this proposal.
take … into account は「勘定に入れる＝考慮する」。involve は「中に巻き込む」。過去分詞で「巻き込まれた＝関連した」。the risks の説明です。taking 以下は全体として「～を考慮する」という条件指定となっています。
