今回は that 節に引き続き if / whether 節をマスターしていきます。「～かどうか」を意味する節、日常欠かせない表現のひとつです。
Today’s dialog
教室の掃除を嫌がっているアメリカ出身のクラークを、リカが諭しています。
Clark: Rika, I don’t like cleaning the classroom every day. It’s so boring.
Rika: Whether you like it or not isn’t important. We have to do it. It’s part of being a student at this school.
Clark: In tha U.S., students don’t have to clean the classroom. Professional do it at night.
Rika: Well, that’s the American way, but we are in Japan. This is the Japanese way.
Clark: I see. Well, there is one good thing about the Japanese way.
Rika: What’s that?
Clark: Students will take better care of the classroom to keep it clean.
Rika: Exactly.

動詞 -ing 形が前置詞 of の目的語になっています。「前置詞＋動詞 -ing 形パッケージ」。

Whether you like it or not isn’t important.
if / whether 節は「～かどうか」というパッケージ。that 節と同じように「文中の場所」によって機能を与えられます。この文は主語位置にあるため「あなたがそれを好きかどうか」と主語になります。
if / whether 節を文のさまざまな場所に置いてみましょう。
He asked me if wanted to go to the BBQ.
この文は asked me の後ろに if 節は（～かどうか）が置かれ、その説明となった「リポート文」。that 節と違うのは「～かどうか（尋ねた）」という接続になる点だけです。
The question is whether our business can survive or not.
be 動詞に続く説明型です。説明語句の位置に whether 節が置かれ、主語の説明となっています。主語の説明であることは We are happy. とまるで変わりません。
whether が使われるとき or not が加えられることがしばしばありますが、「～であるか、それともそうでないか」と選択肢をしっかりと示すときに使います。
Whether you like it or not, you have to do your homework if you want to pass this class.
この文は Whether に見られる「～かどうかにかかわらず」の使い方。文頭に置いて後続を指定します。

ask the server の内容を if （～かどうか）で展開しています。
The question is whether we can afford to buy a house right now.
be 動詞の後ろ、説明語句の位置に whether 節（～かどうか）。afford は「～できる余裕がある」ということ。
Whether you agree or not, I’m going to marry Daniel.
「～かどうかにかかわらず」を文頭に置いています。be going to は意図（～するつもり）でしたね。
