want A to ~「Aに~してもらいたい」(to 不定詞を使った目的語説明型)という形が分かっていれば、すぐに理解出来ます。空所は wanted の後ろ。先行詞 the people と組み合わせれば、「私が本当に来てもらいたかった人々」。
